CASE:
On the afternoon of May 24, 2021, a suspected harmful gas poisoning incident occurred during the maintenance of facilities in Furong bamboo shoot food factory in Yibin, Sichuan Province, resulting in 7 deaths and 1 minor injury, which is a major safety accident.

1.Establish a list of hazardous chemicals in food workshops
According to the production and processing technology and hygiene control methods of the factory, the chemicals used in the production related places such as dish soap, hand sanitizer, chlorine dioxide, edible alcohol, caustic soda and laboratory chemical supplies are classified and sorted, and the characteristics of their properties, scope of use and precautions for use are clarified.
2.To formulate a list of hazardous chemicals used by various departments
The table specifies the names, uses and control levels of hazardous chemicals allowed to be used by each department.
3.Establish an approval system for new hazardous chemicals
The state implements unified planning, rational distribution and strict control over the production and storage of hazardous chemicals, and implements an examination and approval system for the production and storage of hazardous chemicals. Without examination and approval, no unit or individual may produce or store hazardous chemicals. The newly added hazardous chemicals applied by the food factory for each department must be approved by the quality management department to confirm that the use of the chemicals will not cause safety hazards to the products.
4.Establish an acceptance system for hazardous chemicals
The contents to be accepted after the arrival of the product include: product packaging, product label, factory inspection sheet, regular type inspection report and business license, production license, material safety table, etc.
5.Regulate the storage and use of hazardous chemicals
Acid-base separation: acidic and alkaline chemicals should be stored separately to prevent the danger of acid-base neutralization reactions after leakage;
Fire fighting equipment: fire fighting equipment such as fire extinguishers should be set up in the warehouse; Storage of flammable and explosive chemicals such as alcohol should be installed explosion-proof switches and lighting...
The registration system for receiving and using: different chemicals are allowed to be used in different departments and regions, and the recipients need to have authorization and clear accounts.
6.Establish chemical attribute list of hazardous chemicals in plant
Chemical properties, precautions for storage and use, use protection, emergency treatment, etc
7.Staff training
